Appointment of a new City
Manager in conjunction with fellow council members Voted in
the minority to support level funding the School Dept. budget
for FY06-07 due to the fact monies had already been further
allocated to the School Dept. in 2004 and again in 2005. |

Co-Sponsored a resolution calling for the City
of Newport to pledge $25,000 to a fund set up to combat the
threat of LNG Tankers using Narragansett Bay.
Authored a resolution directing City Administration to take
One-Time, Unencumbered Revenues and equally divide those dollars
into three areas: Immediate Infrastructure Needs, the Unfunded
Pension and Health Care Trust, and the Capital Improvement
Budget for future infrastructure improvements.

I have worked with Administration
to present a resolution which requests a Referendum for bonding
an accelerated program to address our roads. The complaint
Ive heard most often over the years from residents and
visitors alike, is the poor condition of our roads. We have
not done any significant bonding for our roads in many years.
An effort was made to address some work by including a small
amount with a water bond several years ago, but there has
not been a bond exclusively for our roads since 1982. We met
with the Citizens Advisory Commission to present our plan.
Their input was invaluable to the extent we have increased
dramatically our on-going maintenance budget. We will continue
to work on this aspect, as it does not make any sense to have
road bond, without a formal maintenance program for newly
paved streets and sidewalks. We have included the sidewalks
in this program as well as other improvements.
I supported the collaboration of the other communities
on the Island to help control spiraling health care costs.
I attended meetings with managers, superintendents, and
council members from other communities, to help formulate
a plan to move forward. Although I supported this collaboration,
the Council did not support this measure at first reading.
The benefits of entering this program were significant and
the measure was brought back to the council and approved.

During the
past two years I have spoken out against increased spending
and large tax increases. This spring I was responsible for
the City Manger returning to the drawing board and reducing
his initial budget request by a significant amount of money.
I have also been a leading proponent
of public access to the waterfront. I have spoken out against
private encroachment on Washington Street Extension, Shepard
Avenue, Scott's Wharf and Marine Avenue. I have introduced
resolutions to support the public's ability to enjoy what
remains of the waterfront and the Cliff Walk.
